Disaster Recovery
The Federal Emergency Management Agency (FEMA), in cooperation with the State of California, Governor's Office of Emergency Services, provides federal financial assistance to private citizens and public agencies following a natural disaster.
Disaster Recovery is a division of the Quality of Life Department. The Division closely monitors natural events which it believes could lead to potential gubernatorial or presidential disaster declarations. Potential public damage sites are methodically documented to support the City's claims for reimbursement, providing economic relief to the General Fund.
The Disaster Recovery Division works closely with the Emergency Preparedness Coordinator to establish mitigation goals and objectives, and to provide a cohesive approach to response and recovery issues vital to the community before, during and after a natural disaster.
Since 1982, the City of Redlands has participated in recovery programs for one earthquake, one wildland fire, and seven floods. Reimbursement has resulted in an estimated General Fund and Enterprise Fund cost savings of $4.5 million. The savings protects the existing budget from use of reserves to respond to the public needs following a natural disaster. It also enhances the City's abilities to sustain continued infrastructure services. This also provides an opportunity to seek additional funds through programs sponsored by the Federal Emergency Management Agency.
The City is an active participant in the Hazard Mitigation Grant Program. Currently, five Hazard Mitigation Grants have been awarded. Redlands Firesafe 2000 provides 75% federal assistance to homeowners in high fire hazard areas, who wish to install defensible landscaping. Details of the program may be obtained through the Redlands Fire Department. The Ford Park Demonstration Garden teaches visitors about various types of defensible landscaping and installation. The Multi-Hazard Education Program has augmented the Fire Department's budget for community disaster preparedness and mitigation programs. Several other Grant proposals are under consideration for funding.
