Speedpay Frequently Asked Questions:

How does Western Union’s Speedpay on-line/telephone bill payment work?

• On-line/telephone bill payment is a service available to make a payment to the City of Redlands for your municipal services bills using your checking, savings or money market account, your ATM or debit card, or your MasterCard® or Visa® credit card. This is not a recurring service.  As a result, you will need to use the Speedpay service each time you wish to make an online/telephone payment.

 

Why is there a $3.95 convenience fee per transaction ($500 maximum per individual payment) in addition to my municipal services bill payment?

• The $3.95 convenience fee is the amount Western Union® Speedpay® charges to cover processing fees and transaction costs for this service.

 

What credit or debit cards can be used over the Speedpay payment system?

• Visa® or MasterCard® credit cards

• ATM or debit cards containing the Pulse®, Star® and NYCE® logos

 

How will I know my transaction was completed?

• The Western Union® Speedpay® web site will provide a confirmation number once the transaction is complete.  Please print this confirmation number for future reference.

• The Western Union® Speedpay® toll-free phone number will also provide a confirmation number.  Please record this confirmation number for future reference.

 

My transaction was rejected, what should I do now?

• Verify that you entered your checking, savings or money market account number, ATM or debit card number, or credit card number and expiration date correctly.

• Contact your credit card company or banking institution for further information.

What is the CVV number?

• The CVV number is a 3 or 4 digit number found on the reverse side of your credit or debit card.  It adds an additional level of security to your transaction.

 

IMPORTANT INFORMATION:

• Payment Authorization Agreement: If you elect to use this service, you understand and agree that you will be charged a Western Union® Speedpay® convenience fee of $3.95 in addition to any fees that may be charged by your financial institution, and you request the City of Redlands to use the amount you have entered into the Speedpay system as payment for your municipal services bill. This authorization is in effect for each unique payment attempt only.

• You may not be able to make an on-line/phone payment to your account for the following reasons: (a) there may be insufficient funds in your checking, savings or money market account to authorize the transaction amount that you have requested; (b) the credit card issuer where you have your account fails for any reason to honor Western Union® Speedpay®’s transaction request.

• In the event your credit card issuer or bank refuses the transaction for any reason or in the event your checking, savings, or money market account has insufficient funds, any credit for the payment which the City of Redlands makes to your account will be reversed and you will be charged a returned item fee in the amount of $36, plus the Western Union Speedpay fee.

• Once you initiate a payment, it can take up to two banking business days from the date of your request for the payment to be posted to your municipal services account.

• The City of Redlands Municipal Utilities Department is open for business Monday - Friday 7:30 a.m. - 5:30 p.m., and is closed on alternate Fridays. Please allow at least two banking business days for your payment to process and post to your City of Redlands municipal services account.

• Each payment transaction must be for at least one dollar, but cannot exceed $500.  If you would like to pay more than $500, you will need to make multiple payment transactions.
